Same thing happened to us. October 2021. Don't trust Hertz (at Spokane international airport) or possibly anywhere else. They lie and say you are declining coverage and have you sign the box for coverage and say "sign here to decline coverage" which doubles your car rental price.
8. Re: Hertz Rental Denver CO - Customer Service. We rented a car for our recent trip to Denver and returned it April 4th, 2013 having filled it up with gas at the station next to the airport. As so many others have posted to Trip Advisor, a week later we have a bill on our credit card for a gas charge from Hertz.
I feel your "pain" but it may not work to continue to contact the place you ended up renting from. Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from.

Hertz provided link to online app supposedly to help with getting car charged. But, could not download/access due to EU data protection laws! You would think Hertz would know about this restriction for travelers from USA. Attempted to call Hertz customer service for assistance ….. not one phone number worked.
