California has insurance requirements which the rental companies are well aware of. Unfortunately nearly 17% of California drivers carry no insurance because there's little enforcement from our government. Having full car insurance will protect you from these drivers.
One thing I do know, car owners (rental companies) are required to carry liability insurance. But the problem is California's legal minimum is something around $30k and is very insufficient (haven't been updated for half a century). An accident can easily result in liability anywhere from $100k to $500k.
Adding LDW after car is on rental: You may not change the option once the rental has begun, without returning the car and starting a new rental agreement. This will result in the contract being closed out and charges being assessed for the time the vehicle is kept at least 1-day minimum, and a new rental contract will begin.

We are visiting San Fransisco in late September and plan to rent a car while we are there (10 days). Would really like some advice as to what insurances are essential to take out when renting a car in the States. We have checked with our travel insurance and credit card insurance and and they only cover the excess of claims made.
We're from London. Have a car rental in CA booked via britishairways.com with Avis. The rental agreement includes CDW - Collision Damage Waiver and ALI - Additional Liability Insurance. We were wondering about taking out additional Car Hire Excess insurance from another company before we go, but were wondering if this was unnecessary extra cover.
