    The same holds true for a regular fare card-you need to use up the fare. You can always be conservative with the amount of money you put on to start with and add more to the card so you have low risk of leaving behind a lot of unused fare. Personally, as an occasional user of Metro, I find the SmarTrip cards MUCH easier to use.
