Sometimes the Hertz "Pay in advance" is cheaper. Autoeurope is a broker and generally has great deals. The car will inevitably be through Avis, Hertz or some other larger rental agency. Think about it--a UK car will have a steering wheel on the right, and no one in France or Italy will want to rent a car like this, so it will have to be driven back to Manchester.
