In the United Kingdom, telephone numbers are administered by the Office of Communications ( Ofcom ). For this purpose, Ofcom established a telephone numbering plan, known as the National Telephone Numbering Plan, which is the system for assigning telephone numbers to subscriber stations. The 7, 8 or soon to be 3 is just the first digit of the phone number, and is a hangover from the relatively brief period when London had two area codes. Originally the area code for London was 01. Then as phone numbers began to run out, they replaced this with two new area codes for London, 081 for outer London and 071 for inner London.
