On arrival at terminal 2, there is a transfer desk before you pass immigration, if you do not already have your boarding pass, they will arrange it. They will also assist with other transfer matters.
if its a propeller plane. thats around a 2 hour flight from cebu to manila (1 hour 45 min flight time). and if it lands at T4, then its a much shorter walk to the shuttle stand. the bus shuttle will be coming from T3 so the travel time to T1 is shorter. waiting time in between shuttle is the same.

There is no international terminal and no cebupacific terminal at NAIA however international flights land at T1,2,and 3 and domestic at T2 ,3 and 4 with most cebupacific using T3 apart from cebgo propeller planes which use t4.

I had 8 internal flights when I visited the Philippines late last year, 6 were delayed, one cancelled and the other one was on time. Even at a more efficient than Manila airport, self connecting on this time line is a risk with an expensive flight on the line. I wish the thread starter well but the perils of Manila airport are well documented.
