I would check google maps and see what restaurants are appealing and then check the reservation requirements. The packages are all pretty pricey but ...

A direct view of Times square from inside a place with a liquor license has to start at $1,000 a person. Just being able (maybe, if the police approve it at the last minute) to go out on the street to see the ball drop (not recommending such a product, in case its not obivous) would be at least $500 per person.
