Any phone you buy at CW will automatically be unlocked and you could buy a French SIM with an appropriate amount of credit when you get to Paris.

I always use ATT when I travel internationally, it costs $10 a day for an international plan, it automatically turns on and off when you leave the country and when you return. Unlimited talk and data so if the wifi isn't good I use my phone as a hot spot and teether my laptop to the phone.

We have AT&T and we have an international plan that puts the price at something like $1 a minute. The service on the phone was LIME, but it worked seamlessly with AT&T.

For example, we have a driver picking us up at the Athens airport and he has given me his cell phone number. If I am in the airport and need to call him, do I dial 011 30 before I dial his number?
