It so happens that the customer service rep I spoke with at my credit card company has personal experience with this scam- his in-laws live in Costa Rica and they always pay this departure tax with cash to avoid this problem. He said Costa Rica is notorious for this scam. Fortunately he removed it from my account with no problem.
