I've used Expedia to book vacation packages (packages is the key word here, you get a bigger discount when you bundle air and hotel) and have never gotten a bad room. We sometimes get upgraded depending on occupancy, without asking, and without paying extra.

I don't feel you have a valid complaint against Expedia. You can always go directly to the hotel's webpage and make any special requests yourself, and it should tell you the pricing.
