The CTA is the Chicago transit system, both trains and buses, tho some lines extend into the close-in suburbs. So they are not the same and which you would take would depend on where you are trying to go. I rarely take Metra but there are few reports of crime, so I'd say it's safe. CTA is a mixed bag.
