1. Re: Dress code for women. 12 years ago. I'm moving to Muscat in a few weeks and have been researching this issue. According to my employer and a new co-worker, women should keep their shoulders, knees, and cleavage covered to be respectful to local mores. Pants and below-the-knee skirts and dresses are fine.

2. Re: dress code for women. Long sleeved cotton or linen tops and long trousers are ideal for visiting the more rural areas. In Muscat tops with sleeves to the elbow and shorts/skirts/dresses to the knee are fine; sleeveless dresses are also okay but I always wore a light throw to cover my shoulders.
Men are supposed to be in long pants for dinner. We never heard anything about the footwear. Ladies are not supposed to be in tank tops or "beachshorts". I wore dress shorts and nice tops and it never was an issue. I e-mailed the resort ahead of time and asked for a junior suite.

Some of the more touristy ones like Mohamed Ali in the Citadel do not require head covering but it best to be prepared. I carry a scarf in my bag just in case.
