Most non-airport car rental offices are closed on Sunday, and Hertz and Enterprise are the only two right near the cruise port in San Pedro. Hertz used to be good, but it's reputation has taken a hit. Last year it was fined US$168 million for sleazy business practices, and a corporate culture like that doesn't go away very easily. I haven't heard of any scandals regarding Alamo, not that I've been looking for any. That said, I haven't rented from Hertz or Alamo in years.
According to #2: Thrifty, Hertz, Dollar, Enterprise allow driving up to the visitor center. Avis and Budget don't. Not sure when this was updated. Upon request, they pointed me to that page. Thus I assume it is still current. According to #3: only Thrifty, Dollar, Alamo, Enterprise, Advantage allow driving up to the visitor center.

No your daughter does not need a car seat. If you are willing to hire a car, you should do so while in LA, it will likely be cheaper than taking rideshares all over the place, regardless of parking charges and gives you far more flexibility. My goto is Alamo, National or Avis.

For picking up car rentals at MCO, for car companies such as Alamo or Dollar, are they located onsite, i.e. walk to cars, or do we need to take a shuttle to the car rental companies off site locaiton or to a car rental center? Thanks.
