9 years ago. The best time of day to drive LA to Palm Springs on a weekday, is about 11AM. No later than noon or 1PM. Certainly no later than 1PM. I do this drive bi-monthly. I would get at least an hour away from LAX before considering to stop for lunch/something to eat.

If you left palm Springs at 6:30, you might be there by 10:30. Traffic really starts to load up around 6:45. You want to be away from the 10 or 60 freeway by then.

But, by noon, you better be prepared for lots of sitting and waiting. Yes, it's about a 2-2.5 hour drive, with no traffic.

The routes that involve some surface street driving while still being reasonably fast still involve a great deal of freeway / highway driving in LA - for instance, you can take I-10 all the way from Palm Springs into the west side of LA, exit at La Cienega Blvd., head South on La Cienega to Century Blvd., and then west on Century Blvd. to LAX.
