If you're trying to book this with two different itineraries then, even it's a legal connection, you have no recourse if you miss your flight.

With most airlines, if you miss a flight on your itinerary the entire itinerary is canceled. Southwest is more flexible in allowing you to use the ticket.

Never heard "illegal" used in this context, but the meaning is that the connection is shorter than the airline's minimum time.

If you're using the same airline 45 minutes between gate to gate is adequate & probably not a concourse switch but assuming your first flight arrives on time or no delays on the tarmac. If you're flight is late that airline is responsible for reconnecting you. If you have a choice for a longer layover it's a safer bet.
