The reports help drivers anticipate and avoid traffic problems. Traffic reports, especially in cities, may also report on major delays to mass transit that does not necessarily involve roads.
Google Maps used to do it but they deactivated the feature a year or so ago. Now it only estimates drive times in current traffic. However, you can overlay the map with historical traffic levels for a given day of the week and time of the day - it just doesn't direct;y estimate the actual drive time for you in future traffic.
