I'd contact the rental car company and see what they say. Depending on the terms of the reservation, they may or may not credit you for the unused days. The total price could potentially go up - if your original reservation had a discount for a weekly rental that you no longer qualify for, the daily rate may make the total cost higher.
If you have already checked out the car, you can return it early and there should be no rate difference. Budget's weekly rates are for 5-7 days, so you could potentially pay more if you returned it after 4 days and 23 hours. You can also change your rental while you have the car out over the phone at 800-218-7992.
None of the big boys offer a no drop fee--Hertz, Alamo, Budget, Avis, Enterprise, Dollar, etc. Fox, who was cheapest, has $599.90 fee. Found online economybooking and had no drop fee, so called, and they said they had no drop fee, but they use Fox and Fox says they absolutely have a drop fee.
Since I am a member of the FastBreak program, i believe the idea is to pick up the contract at the kiosk and go to your car and off you go. So during the time that I had the Budget Rental, I contacted Budget to ask how to apply one of the coupons to my current rental, since I would be returning the care at 330 a.m. on the 21st of February.
We have never been disappointed. Easyway quoted you a rental fee of $411 US plus $15 per day for 13 days. That works out to less than $50 a day. I do not know what kind of car you want, but it seems reasonable to me. I prefer Easyway. We buy the liability insurance and decline all other coverages.

Booyakasha, I read the OP as saying that the rental fee itself was $220, and then they had to drop it at O'Hare instead of Midway due to a flight cancellation, and were charged a fee of $300. They had assumed there would be some kind of fee but apparently did not know what it would be and did not inquire.
