I won't have a car and have checked Amtrak's Downeaster schedule but the timing would be tight. I tried to use the BRZ bus schedule but that keeps bouncing me to Amtrak.

There is on-street parking, some of which is pay at a kiosk, some of which still has meters and some in the more residential neighborhoods are free (but hard to find). There are city-owned garages which charge $3/hour with a max of $28 for the day.
