Google Maps is a web mapping platform and consumer application offered by Google. The street comes first, not neighbourhood. In your particular address, the street shares the name with one of Mexico City's delgaciones (boroughs). It would be clearer if the address had specified "Av. Cuauhtémoc." Anyway: street name, number, cross streets (rarely given), colonia (borough sub-division).

For instance we are planning to go to Balandra Beach. The address given is...Carretera a Pichilingue KM 7, HWY 11, Tecolote, 23010 La Paz, B.C.S., Mexico.
Go onto a map website and print off a road map of the Disney area. Even the road signs don't always lead you to the shortest route and a GPS certainly won't. Here's an example where a good map beats GPS and signs: when coming into the Disney property via Western Way off S.R. 429, the signs tell you to turn right to head to Pop Century resort.
