The 0800 range can have NSN length as 10, 9, or 7 digits. The 0845 range can have NSN length as 10 or 7 digits. The 0500 range had NSN length as 9 digits only, and was withdrawn from use on 3 June 2017. All other UK numbers have NSN length of 10 digits. There are no telephone numbers in the UK with an NSN length of 8 digits.

This looks very much like a standard catch-all message which is sent out whenever there is any kind of problem with a card payment, and it covers all eventualities. If the card had declined then, as mentioned, no money would have left the OP's account.
Expedia is an online site and so isn't set up for a lot of phone support. It may be difficult to get them on the phone. I use them regularly but have never tried to call them and I don't see an obvious customer support phone# on their website.

It is unfortunate, but that is the risk you took. In saying that, there are cases where airlines would assist in credit shells, rebooking for a fee etc.
