If insurance was included in your booking, then it should have been reflected on the booking - you should have had something to show that insurance was included.

I had a confirmed/verified booking through Expedia (booked 10 days earlier) with Hertz Quepos. When I showed up they didn't have my reservation on file and no car available for me to rent.

Yes, contracts are binding but there's no contract until you sign the rental agreement. The reservation is just that, a reservation. There are no laws that compel car rental companies to honor reservations. And Hertz describes prepayment as a discount program, not a guarantee. IMO (IF this location is truly closed) your position when speaking with Hertz customer should be for *them* to come up with a convenient alternative *at the price you've agreed to*. Don't take no for an answer . While you could take Amtrak north - it requires reservations for specific trains (at least 2 weeks in advance for the best prices)
We reached out to the Hertz social media team (on Facebook), and were advised "If a location is closed, the reservation will be honored at another close by location. Nothing to worry about." That was back on 3 April 2022.
Answer 11 of 19: I sent Hertz at Denver International Airport an e-mail inquiry about a charge that was added to my bill upon my returning it. To date - 2+ weeks later - I have not yet gotten a reply.
