I see in the flight information that my flight (Delta) lands in terminal B, then the instructions for the hotel transfer tell me to meet the bus at Terminal A luggage claim.

You go down one level to Level 2 for Baggage. When you have all your things you can order your Uber. You just need to walk outside to the curb. They can pick you up there on the arrivals level, Level 2, outside baggage claim. There are numbered signs outside - you can text your driver where you are standing by.

All Ride Share companies (such as Uber, Lyft and Wingz) may pick-up passengers on the Arrivals Curb at: Terminal A (Level 2) and on Level 3 between 9:00pm and 2:00am. Terminal B (Level 2) and on Level 3 between 9:00pm and 2:00am.
Hi. The unfortunate thing about VA arrivals is the luggage pick up is on the lower level, this is where the buses and taxis pick up. I would suggest that you ask the to collect their luggage and after customs take it with them on the short monorail journey to the main terminal and you could meet them there.
