He should be able to identify the relevant insurer from the other car‘s license plate and make a claim against that insurer. Someone is legally responsible for damages caused by that car. Any internal arrangements between sixt or any brokers are not your problem. Hire a lawyer who knows how to deal with cross border claims like that.

We checked the car very carefully on drop off and it was perfect. They have sent us photographs of the damage which comprises of a tiny scratch on the rear wing.
