In the UK it's 00. 44 is the country code for the UK. 0 is the long distance dialling code within the UK, from STD (subscriber Trunk Dialling) used to access the 'long distance' or trunk network. You don't need it if dialling the UK from overseas as the call arrives already on the trunk network.
The 7, 8 or soon to be 3 is just the first digit of the phone number, and is a hangover from the relatively brief period when London had two area codes. Originally the area code for London was 01. Then as phone numbers began to run out, they replaced this with two new area codes for London, 081 for outer London and 071 for inner London.
From 1 June 1999, the new 020 code for London was introduced to replace the 0171 and 0181 codes, re-unifying the London telephone area under one code as it had been under the 01 area code.
