I use the ING cards with Citibank as a backup these days, my 28 deg is put away now and not just because of the recent data breach.

In any case, all the banks in PR have ATM's, however, you will probably be charged a fee for teach use. It is a good idea to just bring some cash, especially one dollar bills and fives for tipping.
