It seems that they will provide you cars from the big rental car agencies but at no point will it tell you which company. They are $200 less than the cheapest rental I can find.

It also helps to join a "frequent renter" club with a car rental company: Hertz - #1 Club; National - Emerald Club; Avis - My Avis; etc.
Yes, the Enterprise Rent-A-Car facility located in the Phoenix Airport Rental Car Center benefits from the most technologically advanced airport operation I’ve ever seen. But even compared to other Enterprise locations the PHX staff is courteous, helpful, and fast, from car pickup to turn-in. It was a pleasure doing business with them.

Renting off-airport can save money if you have time to take light rail or taxi to a location, and will get there during the location's business hours.

I, too, like the 'personal touch' when they walk you to the car. As far as the 'waiting time' is concerned, I've had long and short waits at all of the big car rental companies.
