Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from. (I would not give it much hope but I would suggest trying to contact people outside of the location you rented from if possible).
I arrived to pick up my rental with my $480 9 day rental reservation that I had made with Southwest Airlines. One hour of lies and games, trying to rent me a Jeep for $3000. Contact your credit card fraud department (ask for it when you dial 800 number) and ask them how to dispute the charges - if you mail the original receipts and website print-outs, make sure you have clear copies.
