The idea that downtown Tampa shuts off at night is antiquated. It's not bustling like say Ft Lauderdale, but there's plenty of places to go for food and/or drink within a quick walk. As far as safe, I've never felt uncomfortable walking around. It's not a busy area and it still is urban, so the usual precautions apply.
