   ATT is charging a ridiculous rate for regular international data so you are virtually forced to use the plan or else get a SIM card from someone else. In summary, I'd use it for a quick 2 or 3 day business trip to a major city. Otherwise I'm far better off to get a local SIM card.

   Unlocked means that your phone can accept non ATT SIM cards. You have to do this online or on the phone if it qualifies and you can't unlock with ATT until the phone is paid off if you did one of their plans. It used to be that the phone was 2 years old to be unlocked if you didn't buy it unlocked to begin with.
