I did a dummy reservation, and somewhere along the process, where Costco asks for "Renter's Detail", there is a slot where you enter Budget Fastbreak number. Maybe if you have already made the reservation, go back to edit "Renter's Detail" and enter your Fastbreak number.

So in the end you must adhere to the rental car agency's policies, one of which could be that the primary driver should be the person who is renting the car , and whose credit card, driver's license, etc the vehicle is rented under.
I booked far in advance with Costco thru the car rental site on Costco usa web site. We booked Budget but watching carefullly; a month before leaving we changed to Alamo. The prices change all the time and we saved from Oct to Feb $400.00 for a two week rental. The changes were in $200.00 increments.
1. Re: Booking car rental through Costco. 4 years ago. The way I have done it:: Alamo has "Skip the counter option". Become a loyalty member with Alamo. Rent through Costco. Take the Costco/Alamo confirmation #, go to the Alamo site using your loyalty number. Look up your reservation with the # .
The prices on the US Costco website are usually less than the Costco Canadian. travel website, but one has to be careful now that the exchange rate is around 80 cents for a Canadian dollar.
