The car will in fact come from whichever of the car rental agencies you choose. So in the end you must adhere to the rental car agency's policies, one of which could be that the primary driver should be the person who is renting the car , and whose credit card, driver's license, etc the vehicle is rented under.

I agree 100% that booking directly through the rental car company will work the way you are saying. I'm speaking of booking a rental car directly through Costcotravel.com, for use in the USA. On the Costco web site there is a statement in the fine print that states "available to Costco members residing in the United States."

Answer 1 of 19: Since I didn’t have a Costco membership, I didn’t use them for car rentals. But with all the recent buzz on TA, I checked it out. I booked a convertible on Kauai for 20 days in April for $1005 many months ago with DHCR.
