I did a dummy reservation, and somewhere along the process, where Costco asks for "Renter's Detail", there is a slot where you enter Budget Fastbreak number. Maybe if you have already made the reservation, go back to edit "Renter's Detail" and enter your Fastbreak number.
The car will in fact come from whichever of the car rental agencies you choose. So in the end you must adhere to the rental car agency's policies, one of which could be that the primary driver should be the person who is renting the car , and whose credit card, driver's license, etc the vehicle is rented under.

I agree 100% that booking directly through the rental car company will work the way you are saying. I'm speaking of booking a rental car directly through Costcotravel.com, for use in the USA. On the Costco web site there is a statement in the fine print that states "available to Costco members residing in the United States."
I have used Costco for car rentals many times with no problems at all . In Vegas, Palm Springs and LA . Always have the best prices by far !!! Book it with my Canadian Costco card.
