Our rental was for a small car for 8 weeks and we needed one with navigation. Surprisingly Hertz did not have one car in this class with navigation. They then quoted a price for navigation rental, surprisingly equal to the cost of upgrading to a larger vehicle. We had little option but to take the larger car and pay around 1,000 pounds extra.

Hertz Mexico is a very unprofessional organization. I verbally declined all additional insurances, upgrades or anything from the basic rental multiple times. However, they added insurance and upgrades last second and ask me to sign pretending it was what we originally agreed. I read their Google reviews and this happens every day to tourists.
