After it kept declining and another call to the bank (which a nice helpful lady answered & investigated the matter further) it was discovered that my international credit card limit was $3000....I needed $3500!!!! You can call the Tokyo Disney directly and they will work with you to unrestrict your Disney user account to be able to purchase tickets.
