Priceline seems to show lowest prices among all the websites. I am surprised as to how they promise such low prices without requiring any prepayment. For example, for a compact SUV, Priceline has "pay later" prices that are approx 10% cheaper than "pre pay" prices on car rental websites (Budget, Dollar etc).
Prices are astounding to rent a car for a week to drive down the CA coast from SFO to LAX. Have tried different airports (leaving from San Jose rather than San Francisco, for example), in-city vs airport, reversing direction from LA up to SF instead of southbound, etc. Currently, the cheapest going rate is a penalty that is about $800.
I have no experience with priceline.com for renting cars, but I did use orbitz.com to rent a vehicle for my upcoming Yellowstone trip. I have a booking starting 18th July and I emailed them with the code and my booking reference number. They modified the booking and initiated a refund of the discount amount in no time.
