The supposed set-up with Travelkore is that when a tourist LEAVES Quintana Roo, the QR code is deleted. From what I read, it's still a hit/miss thing. Tracking a person's passport at Quintana Roo isn't done because Quintana Roo is State, whereas passports are FEDERAL. A person can't be given a QR code to appear on their passport.
