4 years ago. I would not use Budget simply for their toll pass costs. You get charged every day from the first usage even if you never use a toll after the first time. Pretty much unless you go offsite with say Enterprise you will be paying a hefty facility charge to cover the cost of the new rental building and tram.
You can probably find a map of the airport by googling TPA. The on site car rental counters are across the pick up area from the terminal. There are no car rental desks in the baggage claim area. You just go outside from baggage claim and cross the street. The street being the 4 or 5 lanes of traffic for vehicles picking up arriving passengers.
The airport rates are between $500 and $600 for a Ford Fusion sized vehicle. Off site using my Costco card I can get the vehicle for $290 total (using Budget Rent-a-Car ). However, the drawback is that they cannot provide transportation from the airport and I'll need to take a taxi which will add $25 each way ($50 total) to the rental plus the ...

The only relief is if you get in the premium line which is on the floor where you pick up the cars. So get premium membership when you rent or dedicate hours to a slow moving line.
Car rental prices in Tampa have been crazy for a year or two. I have had success with Priceline, despite the high rates posted on the company web sites. I just learned about discount Florida car rental and booked a car for about half the going rate. It is a reservation that can be cancelled, so I still plan to bid on Priceline.
Re: Getting out of TPA car rental to I-275 South. 7 years ago. Easy peasy lemon squeezy. Exit the parking garage and follow signs to airport exit. There are 3 lanes when you get to the exit, your want the I275 south exit ST PETERSBURG which is the LEFT exit (not middle or right). Do NOT follow I275N to Tampa.
