5. Re: Car rental drop off at TPA. You’d have to get from the arrival airside to the monorail that takes you to the rental building. All counters are there, as well as the cars. On dropping off, the reverse is in order. Drop the car, catch the monorail back to the main airport and proceed to the departing airside.

I rent at the terminal, I have for the past several decades, I use Thrifty. exclusively, they have consistently provided the best rates, and I belong to their BLUE CHIP priority members club, there is no charge for this membership.
You can probably find a map of the airport by googling TPA. The on site car rental counters are across the pick up area from the terminal. There are no car rental desks in the baggage claim area. You just go outside from baggage claim and cross the street. The street being the 4 or 5 lanes of traffic for vehicles picking up arriving passengers.
