Finally, I did use my Amex Platinum card to book, and I also have 5 Star status with Hertz, plus this was my very first car rental with them or anyone else. Perhaps some combination of asking for leniency, and/or getting Amex involved here might help me avoid these fees. If anyone has thoughts on navigating this, I'd appreciate it.

Moncurian is 100 %correct here, Hertz does include the liability and the amex or another other card cover collision. So if you are in an accident the liability Hertz provides is sufficient .
