    On highway 99 there are more cities so you are correct that there is more places to stop - but all the towns look about the same. Highway 5 is a faster straighter drive - and thus usually can be done faster than highway 99 drive. There are a few rest stops and also places to stop (generally spaced about an hour or so apart).
