   Depends on the company and the terms of the rental. Under some there is a 'drop off' fee, which can be as high as $125. Others no fee, but the weekly rate is higher. Most of the large companies [I use Hertz] have free drop-off within the state of FL and I do it often. The low priced folks may well have the drop-off fee.

If there was a good saving flying into Tampa then that's where I would fly into. If the majority of the places you wish to visit are in and around the WDW then I suggest you stay in that area.
