It gave me local calls and text, international calls, and data. The phone uses a nano SIM card but they just cut a larger card down to size.

I'm not sure about the other way round, though, as I can't remember if I've tried to dial an 0-800 from the US. At best, you'll be able to connect but will be charged; at worst, you simply can't connect.
