I would be embarrassed to ask for a senior citizen discount , although i did possess a Philippine SS card but a few years ago the mayor asked the foreigners to return them all. I did but others didn't. 20 % savings on a meal is hardly worth the bother unless you are very hard up.
Re: Seniors discount. No, I would not say its true by any stretch that seniors enjoy 20% off in "most" establishments in the Philippines. Restaurants, bars, malls etc do not offer these discounts for over 60's as a general rule. Some hotels might, and maybe some public transport, but check first and don't assume.

Filipino senior citizens with valid ID and staying in the rooms can avail of 20% discount provided they book directly with the hotel. Online sites such as Agoda do not currently allow for them so please ensure booking is made directly with the hotel.
Yes, deciding who is low income would be impossible. Such a discount would be abused tremendously to the detriment of the whole economy. Definitely discounts to senior philippinos and tourist discounts to senior tourists in superior hotels and fine dining establishments or other venues that obviously have high percentage profits built in.
leftovertoo - not too many discounts for day to day things from SRRV, and of course it's not free. For me, I can't imagine "trying it on" at the Dusit for example if I had a Senior Citizens Discount, but wait, thinking about it , the Hotel will say "Yes of course we will give you the discount - based on the rack rate"
