10 years ago. Most everything you mention there sounds about right and is common in Cuba. But your headline should be to avoid renting cars in Cuba then, not to avoid Cubacar-Havanautos. They are by far the biggest car rental company in Cuba, and the only other two alternatives, Rex and Via, work completely in the same way.

A Cuban hire car has a red Tourist number plate, so you are instantly recognisable as a tourist... this may not always be a good idea. But it does mean that you will not be flagged down by yellow uniformed queue marshals organising hitch-hikers. However, hitch-hikers can be a very useful guide etc as explained above.
