Save. Never use Expedia.com to makes reservations, it's a scam and hotel employes know about it even If they act like they don't. We had made a 2 day reservation through exedia.com but we decided we wanted to cancel our reservation for the secon day to go camping. "Conveniently" no cancelation policy could be found on Expedia.com.
Expedia has another site called reservation counter. It populates at the top of a web search for hotels and I thought I was booking directly with the hotel. I booked a refundable room but when I received the confirmation it indicated that it was non refundable. It took several hours to cancel but they were nice about it.
If you need assistance with your hotel reservation, please call Expedia Customer Support at 1-877-787-5250 or 1-404-728-8787. Expedia, as pinktink03 points out, is a 3rd party with a set number of rooms, subject to hotel policies as outlined by the hotel. Both RS and Expedia are correct in what they told you.

11 years ago. I recently booked a hotel near the wrong train station so cancelled - it took several tries before my itinerary showed it as unbooked - and booked another hotel. When I checked back a few days later both bookings were active and the cancellation had disappeared. I tried to cancel another reservation and the web site did not ...
I suppose I should add that changing price on reservations is a piece of cake if you've booked directly with the hotel in the first place. I always check Travelocity, Expedia, etc. for rates but always book directly with the hotel because it's easier to make changes directly.
That Free Cancellation offer would have been set by the hotel also. I have booked quite a few things on Expedia and other booking sites and on various hotels own official websites and chose to book the ones with a Free Cancellation period. If I needed to cancel them within the time period allowed I have always received a full refund.
