If you are booking you must book direct with the airlines as just because the fare with the airline is totally refundable an OTA can modify that to make it hard to collect a refund giving you only a partial refund, or even no refund. The Liaison insurance I've bought was medical insurance only. You can take it out until just before the trip. It covers medical treatment at the destination only. If you want an insurance that includes trip cancellation, you usually have to buy it within a very short time of reserving your air tickets.
