You can return rental cars to either terminal a or b. Lots of signs. Hotel is between a and b on the side of the terminal with higher number gates. Take escalators or elevators up to lobby. Hotel is in the main terminal and directions are easy to follow after dropping off a car.

Each garage is clearly marked with each company's name. If for any reason, you by pass the garage , then just follow the road around again and make another pass.

Avis and Europcar open at 8AM, Hertz 8:30. Even at 8, IMO this is too tight. Always advisable to be in a departure city the night before a flight.

The car rental agencies are located near to the hotels along Century Blvd; so no need to return to the terminal. After returning the car then go to your hotel with an inexpensive UBER or if located really close then walk there.
4 years ago. We just rented a car from Budget & returned to Fiumicino Airport. It seemed that the sign for the floors of the different rental car companies was on a curve partially obscured by foliage. Also, it looks like you're entering a parking garage because you have to take a ticket to enter the facility.
You need to return the rental car to the airport location. All the rental agencies are staffed 24/7 so no need to worry getting there and finding no one to accept return of the vehicle. My return took place very efficiently, less than 5 minutes and I was on my way to Departures.
After you take the ticket, look for the signs for your car rental company, and when you find it, drive toward that area, following the signs. You will come to another gate, where you insert the ticket you picked up at the entrance, and the gate will go up. Then drive to your car rental return.
