Again nobody can answer your question without knowing what rental company you are even using and it sounds like you are doing this on a weekend if you are saying most places close at 2pm, because on weekdays they tend to be open much later.

Returning a rental car on a Sunday. 10 years ago. Hello, we are looking to arrive in New York on Sunday, July 27. In talking with Enterprise, they are telling me a lot of rental car agencies are either closed on Sunday or close at 1:00 pm so we'll have to return the car at LaGuardia. That seems ridiculous.
I have a rental car and am trying to figure out where I could return the car near Manhattan or whichever hotel I end up staying at. 2. I was thinking about staying in Manhattan from where supposedly it is a 20 minute train ride directly to campus on the Metro-North Commuter Rail from Grand Central Station.
