Re " I would not be trying to return a rental car at 4:30 a.m." in post #1. Dalm0n raises an interesting question. To my surprise, not all the EWR car rentals are 24x7. For example, Enterprise (my personal favorite) is only open 6am-midnight, whereas Aavis, for example, is 24 hours. You'll need to check the individual company.

I doubt anyone's tried it that will read this and report back but from Google Maps it looks like you can. You may need to walk mostly through the Short Term Lot along the edge, to the "South Service Road" to "Earhart Drive".
If you do rent off-airport, see if you can return it to EWR without paying a drop fee (of course, if you can pick up a hotel shuttle to the airport this may not be an issue). Also, keep in mind that non-airport locations are not open 24x7. 2 other things: - Enterprise will also deliver the car to your location
