You'd need to check the Customs form to be 100% sure but I've a hunch that you only have to declare medications if you're bringing in commercial quantities. Prescription meds for personal use usually are treated differently.
4. Re: Prescription medications - 2 part question. You don't need to declare them on the Customs form. According to Mexican Customs, visitors are allowed to bring into Mexico without declaration "medicines for personal use (in case of psychotropic substances medical prescription must be shown)."
